I need help with this really difficult problem?

The situation by now is far more complicated. Many (Many!) "small" countries have improved upon their research in Nuclear Engineering and the first thing that comes in their mind is to create nuclear weaponry (N.W.)! Who is going to convince them that this is a touch & burn thing? If the civilized countries get disarmed from N.W., can you imagine a "Banania" or "Rubbishia" becoming the rulers of the world because of their N.W.s? I believe that the emphasis should be given upon inventing of an apparatus (mechanism) to "control" or "stop" a nuclear explosion or leakage from a distance! I think it can be done! Everything in nature is a matter of "action, reaction" thing! We shall see this invention taking place, I want to hope!
